National Strategy for Poverty Reduction and Social Inclusion 2025-2035

A Strategy for Everyone to Live Better!

Child Friendly Version

What is Poverty?

Poverty means not having enough money for basic needs like food, clothes, and a safe home. It can make life hard because people may find it difficult to buy items or services they need to live a good life.

What is Social Exclusion?

Social exclusion is when someone is not included in things that others get to do, like school activities, friendships, or jobs. It can make people feel lonely or left out because they do not have the same chances as others to join in and be part of the community.

Poverty and social exclusion bring about big problems that affect many parts of people’s lives.

Families at risk of poverty or social exclusion might have different difficulties: like lack of money, low education levels, health problems, and lack of work amongst other things. As the world changes, the reasons for poverty and social exclusion change too!

To help persons facing problems of poverty and social exclusion, Government spoke to different groups, including experts and people who experience poverty
themselves.

When everyone’s ideas and views were heard, this plan was created to better people’s lives in the present and the future.

Priorities are the important areas that the plan is focusing on, to especially help people who are in a difficult situation.

The main priorities are to:

Help people in difficulty to earn more money for their basic needs and get the needed support, especially for health and education.

Support people who need help the most, like children, older persons, migrants and families, so they can enjoy better

Encourage more people to join the important jobs of workers who support people that have problems of poverty and social exclusion.

Help people to have the chance to find a good place to live, at a low cost.

Help people to make the best use of new technologies and computers.

Protect people from floods and heatwaves.

Plenty of things can be done for the main priorities to become a reality.

The plan lists possible actions focusing on different areas.

These are the ones that can help children the most:

A super start will be provided for children under 3 years old!

They will be able to learn and play in awesome places for free, even in the evenings and on weekends when their parents are at work.

Teachers at these places will learn to be better at their job.

Parents will get help to find the best places for their younger children to be cared for and to be taught important things.

Special care will be offered to children with disabilities so they get the support they need.

Children who go to school will make use of the best schools!

Schools will work with teachers, parents, and experts to always get better for children.

Fun new activities will be added at school, after school, and in the summer to help children with reading, maths, computers, and solving tricky problems. These activities will teach children the skills they will use when growing up!

Children will learn how to take care of their feelings and live a healthy life, and why it is important to stay away from dangerous behaviours.

It is important that children take care of their mental health. Support will be provided for children and teens who are having a hard time with their feelings, so they get support before problems grow.

Children will also learn that all boys and girls should be treated the same and that everyone deserves respect and fairness.

A lot of work is being done to make sure everyone has what they need and to not feel left out. With careful ideas and smart tools, this plan helps to make things better for everyone!

If you have any other ideas that can make this plan even better, you are invited to send us your views.

The Ministry for Social Policy and Children’s Rights invites all children to share their opinions on the Empowering Children App which can be visited at https://empoweringchildren.gov.mt/ or by scanning the QR Code on the document.
